Poppy is the Head of Strategy and Safeguarding Governance at the Youth Justice Board for England and Wales. She leads the team responsible for strategy and policy development, business planning and the YJB’s strategic activity across the youth justice system to improve safeguarding and child protection. Prior to this, she held a number of roles at the Youth Justice Board, including two years working as the Head of Placements for children remanded or sentenced to custody. Before joining the YJB, Poppy worked in a range of government departments in front-line, policy and communications roles.
In 2016, Poppy completed a Professional Doctorate in Leadership of Children’s and Young People’s Services. Her doctoral research looked at the characteristics and needs of boys in custody, with a particular focus on self-harm. She continues to work in this research area.
Poppy was born in and attended school and college in Exeter, leaving in 2001. Since 2012 she has split her time between London and Exeter. She is passionate about children’s rights, fair access to services and second chances.
